POSITION DESCRIPTION
Under minimal direction, formulates and defines systems scope and objectives based on both user needs and a good understanding of information technology, business processes, and industry requirements. Applies extensive knowledge of the customer's business and industry to develop project specifications for new or existing systems. Analyzes business and user needs, documents requirements and translates into proper system requirements specifications using computer-based workflow analysis and requirements tools to study work procedures, information flows and production methods. Advises on methods to improve business processes. Considers the business implications of the application of technology to the current and future business environment. Providessupportfor work that is varied and somewhat difficult. Performs project planning, scope, control, management, tracking, or review. Performs, or may direct, document development/preparation at various stages of a project life cycle (e.g., planning through implementation) to detail analysis results and solution recommendations. Ensures compliance with the standards and organization requirements relative to specific assignments. May supervise analysis tasks/projects.
MINIMUM QUALIFICATIONS
10 years of technical experience in applications software development with 4 years as a business analyst
Completed Bachelor degree in Computer Science business or related field. Four years of additional general experience may be substituted for a Bachelor’s Degree.
Must be a U.S. Citizen and able to obtain a security clearance (Secret) due to Federal Contracting requirements
Must be competent to work at a technical level for all phases of applications activities
Ability to interface with clients and gather requirements and facilitate meetings
Experience with requirements management tool (i.e. - Caliber RM, Rational)
Strong written and verbal communications and strong client facing skills
Ability to work in small, rapid-development teams
Experience with Caliber RM or TFS a plus
Experience with Army Recruiting and/or Military a plus
