ArcGIS API Query - download multiple pages of contour data.

ArcGIS API Query - download multiple pages of contour data.
Im making an API call below and but it only returns a maximum of 1000 results and then i get a notification that I have exceeded Transfer Limit Im wondering if someone can help me figure out how to 1) find out how many results there are and 2) download the next 1000 results
