Job Title:

Reliability Engineer - Martinez, CA

No. of Positions:

1

Job Description:

The Reliability Engineer at Martinez performs a multitude of tasks and activities in the REMPTA (Reliability, Engineering, Maintenance, Projects, and Turnaround) space with the aim of facilitating improved and sustained performance in Reliability and other facets of site focus.

In addition to traditional Reliability Engineer responsibilities and Production Area support, the Reliability Engineer takes leadership for engineering small, routine maintenance packages and supports during Turnarounds and maintenance outages. This provides broad exposure and experience that spans the balance between long-term proactive planning and shorter-term delivery/execution and maximizes the value back to the business.

The Reliability Engineer also serves as a facilitator of work process knowledge and therefore is expected to aid members of Production Teams, as well as teams outside of Production, in understanding next steps for issues and how to integrate them into the proper processes. The successful applicant for this opening will be assigned Site Process Focal Point responsibilities for the

Reliability-focused work processes of Manage Threats and Opportunities (MTO).

Purpose

Fundamentally, the purpose of the Reliability Engineer is to help the organization make the right decisions and to ensure timely and effective implementation of those decisions. Generally, this function is associated with reliability risk mitigation but does extend into multiple other facets of the business.

The fulfillment of this purpose could come in the form of traditional reliability tasks such as risk-scoring or performing option analysis through LCCA (Life-Cycle Cost Analysis). Other times this could be demonstrated by facilitating disciplines and stakeholder managers during a Turnaround event to determine the options and path forward for a major discovery item. Often, the Reliability Engineer fulfills this purpose indirectly, by proactively connecting the different processes and people that need to interface in order to resolve a particular threat or issue.

In order to effectively meet the intended purpose across multiple functions and tactics, the Reliability Engineer must be both flexible and able to work closely with individuals from all engineering disciplines, crafts, and production. This cross-functional perspective provides the opportunity to participate and influence in almost all aspects of the plant operation.

Accountabilities

Lead interdisciplinary teams to devise and implement systemic solutions for operational and technical issues.
Provide support as a member of Area Production Teams to identify, prioritize, and mitigate threats to availability as per work processes
Lead Engineering for small, routine maintenance packages. As part of competency development, lead engineering for single discipline mechanical packages.
Lead efforts to optimize scope in multi-discipline outages like non-TA machinery overhauls
Take an active role in the Turnaround Process, both as a facilitator and interface for the Production Team and the Turnaround Planning Department during scoping and detailed planning, as well as multidisciplinary troubleshooting lead during Turnaround Execution
Participate and lead (as needed) risk assessments and build business case justification for budgetary spend
Drive and improve a Mitigate Threats and Opportunities (MTO) work process
Develop Asset Management Strategies for major systems to ensure solid preplanning of activities (maintenance, replacements, upgrades, etc.) across the entire life-cycle
Devise, develop, and drive implementation of initiatives (tactics/strategies) for reliability improvements
Serve as point of contact for Orphan Equipment and Systems (equipment and systems without clear assigned technical support) for initial technical support and for development of sustainable technical assignments. Develop strategies for Site Wide and Orphan Threats (threats that span across multiple/all production teams, or that fall outside production areas)
Facilitate Monthly Production Team Reliability Meetings and assure MTO database is up-to-date and reflects current level of risk for assigned Production Areas
Participate in long-term Infrastructure Planning, Prioritization, and Implementation
Develop solid understanding of Reliability Tools such as Weibull, FMEA, Reliability Block Diagram and Fault Tree Analysis, as well as when to proactively utilize them to support assigned Production Teams.

Dimensions

The role requires a wide breath of personal skill sets, impacts a variety of business processes and touches many groups & disciplines. It requires technical expertise, strategic vision, ability to set tactics and provide practical implementation, effective change management, development and implementation of work processes, and effective listening & persuasive communication working with craft, operators, specialists, supervisors, production & maintenance staff, engineers, middle & senior management.

The successful applicant for this opening will be assigned as Reliability Support for one of the Production Areas, though initial responsibilities will start with single-area support and gradually increase as familiarity with site, equipment, and personnel grows. The individual will also assume Site Process Focal Point responsibilities for the Mitigate Threats and Opportunities (MTO) work process.
