Export Control Manager
The candidate will be responsible for all aspects of our research and development operations related to export compliance. This includes negotiating export terms in contracts, training project staff, handling hardware and software export, and requesting an export license or a commodities jurisdiction as needed. Serve as primary point of contact and subject matter expert for NREC on export control matters. Review export control cases for projects (hardware, software and technical data) and provides a clear path forward to technical team. Support agreement negotiation for export control language and compliance. Assist with the creation and implementation of Defense export control process, work instructions and control plans. Screen potential sponsors, contractors and visitors for restricted party compliance. Interfacing with scientists, engineers, or project managers to gain understanding of technologies to allow accurate classification of exports. Communicate export control plans and policies to project staff. Train new researchers, employees and project staff with respect to export policies and regulations. Generate documentation for self-assessment of classification. Prepare and file for export licenses and/or commodities jurisdiction for hardware/software as well as non-U.S. employees requiring a license to work on restricted projects. Preparing documentation for shipping hardware and/or exporting software and technical data. Lead the development of effective policies and procedures to enhance export control compliance. Collaborate with and maintain effective relationships with other groups at CMU such as the Center for Technology Transfer and Enterprise Creation (CTTEC), Office of Sponsored Programs (OSP), Office of Research Integrity and Compliance (ORIC). Handle export-related requests from OSP, ORIC and CTTEC from time to time, as needed. Work with the IT department to develop and implement appropriate policies and procedures that comply with new regulations. Bachelor's Degree required; J.D. or Master’s Degree preferred. Should have 5-10 years of experience or more in export control position with expertise in ITAR, EAR, and their respective classification lists (US Munition List, Commerce Control List). Must have experience in supporting federal contract negotiation, including deep understanding of FAR and DFAR. Should have experience with classifying technologies and processing export licenses for USML and EAR controlled items, as well as for non-U.S. employees who need to work on restricted projects. Transactional Knowledge of US Government export control regulations including EAR, ITAR, OFAC, and FCPAProblem solver with ability to recommend the best path forward with export to meet the project and/or organization objectives and timeline. Must have experience in academic or non-profit environment. Should have experience with export compliance for technology and software. Experience with Fundamental Research Exclusion (FRE) required. Should preferably have 5+ years of experience with FAR and DFAR. Should preferably have 10+ years in an export control position in a high-technology organization. Experience in a non-profit and/or higher-education organization desired.
