Wordpress site speed optimization: internal page

Wordpress site speed optimization: internal page
Our WP site has an internal page issue with low scores (around 79) on Page Speed Insights for its mobile version (vs. 94/100 score for the same page in the desktop version). Its homepage gets scores of about 86-89 both mobile and desktop. The site is built on The7 theme, the mobile version uses the WP Touch plugin.
IMPORTANT: The site is on a CDN, it uses the WP Rocket plugin, and the cache is managed by the host (under a managed WP hosting plan). Our exclusive focus is to treat the issues found by Page Speed Insights and Google Search Console. You will not try to resolve the speed issues by adding acceleration plugins. No other plugin will be added to this site. This must be clear as the scope of the mission requires coding/css/js skills.
Our first target is to resolve the issues on 1 single internal page, by bringing the LCP indicator for this page to below 2.5 seconds (issue detected by GSC) then doing further optimization as needed on this page. We will measure success by (1) GSC accepting the fix of the LCP, and (2) PSI scoring this mobile page in the 85-95/100 range. Ideally, in a second phase, we would want the same fixes to be applied to ALL mobile pages affected by the LCP issue and get validated for all mobile pages, and the PSI score of ALL mobile pages with be brought to the 85-95/100 range. Therefore we are seeking to fix the issues at the highest possible level so that the fixes can be automatically applied on every faulty page.
You will document the coding/optimization work done, so that your documentation can be placed into our Knowledge base.
We attach screenshots showing the issues detected on GSC and PSI, to give you a better idea of what fixes are recommended.
Please ask us for any other information you need to bid on this project.
NOTES:
Our dev team is overloaded at this time, so we need a skilled freelancer who will contribute his/her talent to our team. A successful mission will lead to more work as we are launching in June a service solely focused on speed optimization for WP sites and we are assembling a very efficient talent team. For management and cost reasons, we prefer to work with individual freelancers rather than agencies/dev teams.
IMPORTANT: Due to business constraints, the site cant be down during business hours (Arizona time), so we need to work on European or Asian time zones. During the project, the site can never be down during business hours: 5:30 am to 8 pm. This is a rule to follow at all times.
IMPORTANT: This project is carried out under a confidentiality agreement. It cannot be shown in your portfolio and may not be mentioned in your profile(s). However, we will give you a letter of reference and excellent recommendation on Freelancer.com if this first job is a success.
